The question makes a distinction between Zamindars (as appointed under Permanent Settlement) and Jagirdars (as appointed under Mughal administrative law). Permanent Settlement clearly mentions Zamindars shall have no rights to administrative powers which was to be a solely Company domain. So, though defacto Zamindars remained the king of the land due to delegation, de jure he was only a revenue authority.
You have got the sense of question wrong..both of them were in context of Mughal Raj only.. please read the question again..

Mir Baksh was the name given to department of military in the reign of akbar Although such kind of department was in existence since the reign of alauddin in the name of diwan-i-ariz
