OBC certificate Issue

hello my friends i need your help , my friend's brother is from OBC , his category comes under all india list and also in delhi list , but he has only all india list certificate , now he is seeking admission in IPU which is in delhi , IPU is asking for certificate from delhi only but he has not , and IPU is not accepting all india certificate , now its not possible to get state certificate in very short duration(for state in which he can have all india certificate as well) , he went to sdm office , sdm is saying certificate would be issued but need atleast 10 days but his all india certificate would be canceled or submitted at office , in such situation what he should do please help
