I am not casting aspersions on any profile here please, but how reliable is this information of e mail screenshots? Can I think of leaving 2016 and appearing in 2017, if it were to be my last attempt according to present age limits, that is, believing no changes in 2017 - based upon this info? Though I have sorted my mind and preparing fully for this year and I have thought of deciding after two more months of dedicated mains prep to appear or not, if at all I have any doubts by then.... but still now that this info has surfaced... Any opinion fellows?

the screenshot says that mr. baswan believes changes MAY not take place even in 2017, but that is his personal opinion. after he submits the report, it is up to the government to accept any or all of his recommendations, and when to implement it, and whether to implement the recommendations phasewise or in one go.
what is ur concern regarding the changes? if u r concerned about a decrease in age limit thus making u ineligible, then that is not gonna happen in 2017 almost for sure. if u r concerned about a change in pattern, then that may happen, and no one can give u an exact answer till 2017 notification comes up. the only thing i can suggest is that u should finish ur syllabus asap, so that if any changes are made in 2017, u will be among the first to adapt to the changes and thus gain an advantage over students who r lagging behind. most people bemoan the changes made in examinations, but in reality any such change actually help students who are better prepared to adapt.
another thing to keep in mind is that baswan committee may recommend different eligibility criteria and exam for services like IPS, and if these kinds of changes are made in 2017 then the total number of seats would reduce.

he is absolutely correct. next year kabhi nahi aata, bas delay hota reh jaata hai. this year number of vacancy is good (hopefully), pattern is same, and there is still sufficient time for the exam.
