3. Your for and against arguments about smart cities alone increasing rural-urban differences.
4. Explain Shyama Prasad Mukherjee rurban mission in a brief way and explain why smart villages should co-exist with smart cities to reduce urban problems of congestion, slums etc.

In 200 words it is impossible to explain each of the above four parts comprehensively. So if you catch the crux of the question and explained to examiner that you have indeed identified the four distinct parts of the question then be sure of 6.5 to 7.5 marks

yaar i think i committed mistake in third part i take a stand that smart city will not increase R-U difference because it work as node of growth which will benefit villages and give justification,
i think i have to mention challenges too
examiner sochega ki itna to planners bhi confident nahi honge jitna ye banda hai

It's not mandatory that you need to give for and against arguments. They have asked will it increase the differences? If you have taken a stand its not wrong provided the arguments are solid.

I messed up on the target part.Made mistake in overall target but wrote solar target right.Examiner ko daya aani chahiye ki bache ko thoda toh Pata hai.25GW ka jhol kar diya.National LED Sahi likha.Prepare kara tha woh.

In jandhan question,I wrote why jan Dhan is a positive step towards financial inclusion(6 points).Then wrote 6-7 points on why it is not enough/sufficient for financial inclusion.Was the approach right ?

I think you went slightly overboard. The question gave a statement that Jan Dhan is necessary for financial inclusion. So you got to say why financial inclusion using Jan Dhan is necessary. No frills account, overdraft facility, insurance products, brick and mortar banks in unbanked areas etc etc are some of the features through which financial inclusion can be obtained. They didn't ask whether Jan dhan alone was enough. Still you won't be penalised because you just gave a holistic opinion. Could have used those extra 2 mins for another answer though. Still not a problem. 7 marks if you have done well there.
