Jokes aside. CSE is a stage of major anxiety specially if you have to taken career gambles and they have failed miserably ( That's usually the case) we turn to any source to reduce our anxiety. Some start writing back up exams, others apply for other non-Gazetted Govt post to rewritte CSE. Extreme cases like Safeer Karim will use the blue-tooth technology in examination hall to reduce the anxiety Most Unmarried + without GF/BF( whichever applicable) + Engineer/Professional course folks from Good institute get into depression. CSE is ruthless but eventually the senior folks lose out from CSE just due to mental prison they create for themselves and since Freshers don't have this huge baggage they play fully in the competition same is applicable to a person who is already in IRS/IPS etc they have lesser anxiety their performance is bound to be better in Mains and this anxiety factor is really crucial in Interview ( those with baggage) fall short of occasion
Your turning to Kundli/Astrology can be explained in the same way. Even if your Astrologer said you will become IAS, it is more of mental satisfaction and anxiety reduction than anything else. Baki watch Munnabhai 2 for more on Kundli prediction
