In the answer key released by upsc for the 2012 prelims, only the ethics questions had 2 correct answers. All the logical/quant question had only one correct answer.
In your question, the correct answer will definitely not be based on whether a number is odd or even because even school exams will not have such easy answers.
If somehow the question has two legitimate correct answers, then UPSC will probably not even ask us that question. All CSAT questions asked in the prelims have only one clear answer.

@Stardust the quantitative ability questions of CSP and more specifically CSP-2013 have been very simple. So, I don't think the easiness of a question rules out the probability of its appearing in the actual examination.
However, I do agree with you that a question will multiple answers has a rare chance of appearing in the exam.
